an airplane manufacturer claims that his commuter jetpak will accelerate at a constant rate from rest to a speed of 250 km/hr in 4.00s.

From the given information, we can figure out the acceleration. $$\Delta v=a\Delta t$$
Putting in change of velocity from rest to 250km/h which is 250 km/s and the time needed which is 4.00s, we can get the acceleration as 62.5 km/hs.

Then reapply the relation ||\Delta v=a\Delta t|| with the ||a|| found above and the time of 2.0s. The outcome should be 125 km/h.
